Romeo Charlie is rumored to be the code name of a top secret project buried deep within the fringes Freedom Corps and the Department of Advanced Technology Application. The purpose of “RC” was to use fringe science and bleeding edge technology to predictably give powers to a select group of super-soldiers. Officially the project doesn’t exist, and if it did exist, it certainly wasn’t at all successful. That there exists a hero of Paragon City with the name Romeo Charlie does raise suspicions among conspiracy theorists. Some believe the RC project was a success and this new hero is a secret test of that success. Others believe Romeo Charlie went rogue and remains untouchable due to the secrecy surrounding the project. All that is known for sure is that a never before seen super walked into FSBA to register as a hero, and no one has any idea who she was or where she came from.
